It's called "global dimming" IIRC. The theory has been around for some years now that the exhaust gasses from industry and traffic are causing the atmosphere to let less light through to the ground and by doing this impeding global warming....
But cloud ships sounds really stupid even to me. Quote:

Climate engineering should not be taken lightly. I can see both cloud-ships
and chemical methods of climate control having the potential to back fire badly.
