It's an easy cop out to say "The boss made me do it."
The devs should be held accountable for some aspects of this game that was under their control. Underwater bug? Since /3? And it's in this iteration, too? Seriously? Come on. It's always easy to blame corporate executives. Sometimes negligence has a partner, that's all I'm saying.
