North Korea warned of 'unparalleled' response from US, Japan, South Korea if it launches a 7th nuclear test

North Korea was warned on Wednesday that there would be an "unparalleled" response from the U.S., Japan and South Korea if it conducted a seventh nuclear test this year.

The warning comes not only after Pyongyang conducted a series of unannounced missile tests earlier this month, including a ballistic missile launched over Japan, but as the U.S. and its Asian allies fear it could be planning nuclear bomb testing for the first time since 2017, according to Reuters.

"We agreed that an unparalleled scale of response would be necessary if North Korea pushes ahead with a seventh nuclear test," South Korean First Vice Foreign Minister Cho Hyun-dong reportedly told a news conference in Tokyo Wednesday.

Cho's comments were issued while standing next to Japan’s Vice Foreign Minister Takeo Mori and U.S. Deputy Secretary of State Wendy Sherman.

The government officials did not go into detail as to what measures they would take to respond to North Korea if it did conduct another nuclear test.

However, Washington and its allies' responses are likely limited given China and Russia’s veto earlier this year that blocked additional U.N. Security Council sanctions on Pyongyang for the first time since 2006.

Increased joint military drills in the region have also not deterred North Korea from continuing with its military ambitions despite its repeated violations to U.N. charter.

"We urge [North Korea] to refrain from further provocations," Sherman told reporters Wednesday, adding that they are "reckless and deeply destabilizing for the region."

"Anything that happens here, such as a North Korean nuclear test…has implications for the security of the entire world," she added. "We hope indeed that everyone on the Security Council would understand that any use of a nuclear weapon will change the world in incredible ways."

Chinese foreign ministry spokesman Wang Webin responded to the comments by reportedly calling on the West and its regional allies to acknowledge "the root causes of the long-standing impasse" and to address the concerns of all parties involved – comments that echo China’s controversial stance when it comes to Russia’s war in Ukraine.

Seoul wants N Korean troops to leave Russia immediately

South Korea has summoned the Russian ambassador, seeking the "immediate withdrawal" of North Korean troops which it says are being trained to fight in Ukraine.

About 1,500 North Korean soldiers, including those from the special forces, have already arrived in Russia, according to Seoul's spy agency.

In a meeting with the ambassador Georgiy Zinoviev, South Korea's vice-foreign minister Kim Hong-kyun denounced the move and warned that Seoul will "respond with all measures available".

Mr Zinoviev said he would relay the concerns, but stressed that the cooperation between Moscow and Pyongyang is "within the framework of international law".

It is unclear what cooperation he was referring to. The ambassador did not confirm allegations that North Korea has sent troops to fight with Russia's military.

Later on Monday, Kremlin spokesperson Dmitry Peskov told reporters the cooperation between the two nations is "not directed against third countries".

He added it "should not worry anyone", according to Russian state news agency Tass.

Pyongyang has not commented on the allegations.

South Korea has long accused the North of supplying weapons to Russia for use in the war against Ukraine, but it says the current situation has gone beyond the transfer of military materials.

Some South Korean media reports have suggested as many as12,000 North Korean soldiers are expected to be deployed.

"[This] not only gravely threatens South Korea but the international community," Kim said on Monday.

Moscow and Pyongyang have stepped up cooperation after their leaders Vladimir Putin and Kim Jong Un signed a security pact in June, will pledges that their countries will help each other in the event of "aggression" against either country.

Last week, Putin introduced a bill to ratify the pact.

Pyongyang's deployment of troops to fight with Russia "would mark a significant escalation" in the conflict, Nato Secretary-General Mark Rutte said on Monday.

In a phone call with Rutte on Monday, South Korea's President Yoon Suk Yeol urged the alliance to explore "concrete countermeasures", adding that he will take steps to strengthen security cooperation between South Korea, Ukraine and Nato.

British Foreign Minister David Lammy, who is visiting Seoul, called Russia's actions "reckless and illegal", adding that London would work with Seoul to respond, according to Yoon's office.

The United States and Japan have also condemned the deepening military ties between North Korea and Russia.

Meanwhile, in response to a BBC question about the alleged North Korea-Russia cooperation, Chinese foreign ministry spokesperson Lin Jian said that China hopes all parties will work to de-escalate the situation and aim for a political solution to the Ukraine crisis.

Some defence experts told BBC Korean that North Korea's involvement could complicate the war.

"North Korea’s involvement could open the door for greater international participation in the conflict, potentially drawing in more countries," said Moon Seong-mok from the Korea National Strategy Institute.

"The international community will likely increase sanctions and pressure on both Russia and North Korea, but it remains to be seen whether North Korea’s involvement will truly benefit either country," Dr Moon said.

But others believe the Russian military units will have difficulties incorporating North Korean troops into their frontlines.

Apart from the language barrier, the North Korean army has no recent combat experiences, they said.

Valeriy Ryabykh, editor of the Ukrainian publication Defence Express, said the North Korean soldiers could be asked to guard sections of the Russian-Ukrainian border, which will free up Russian units to fight elsewhere.

"I would rule out the possibility that these units will immediately appear on the front line," he said.

Nothing about this is sudden. N. Korea has been trying to take advantage of Russia's military need in Ukraine for the last two years or so to gain money, materials and supplies. Fortunately for them, Russia is getting increasingly desperate: it wasn't for no reason that Putin made his first visit to the country back in June 2024. N. Korea has been in a precarious financial/food position since COVID and the series of typhoons, crop failures, etc that have plagued the country since 2020-ish.

2022 was the ROK's (S. Korea) presidential election year, and the political party that one is much more hard-line with N. Korea. Relations have steadily deteriorated since. All the typical shenanigans around the DMZ, with the North adding the unusual tactic of launching tonnes of trash balloons into the South since May of this year.

Additionally, N. Korea typically engages in a cycle of escalations in an attempt to seek concessions or easing of sanctions that center around the US Election cycle. I would expect these escalations to continue to ratchet up in intensity and frequency throughout next year, regardless of who wins the election. For example, in 2018 Kim got some tasty concessions after continuing to escalate his rocket tests. Pretty certain he'll continue to escalate tensions with the ROK and US, as well as attempt to play Russia off against China to gain even more favorable terms with those two countries.

The escalating rhetoric and actions coming out of the North are certainly alarming, and have definitely been building for some time. Kim needs food and money (among many other things), and it looks like he's not afraid to dust off the old Cold War playbook of his grandfather to get it.

Americans threaten North Korea with retaliation

In a message to North Korean leader Kim Jong Un on Wednesday, the US delegation to the United Nations warned North Korea that its troops would return in plastic bags if they entered Ukraine in support of Russia.

If North Korean troops, which the United States says are in Russia, "enter Ukraine in support of Russia, they will leave in body bags. So I advise Chairman Kim to think twice before engaging in such a reckless and dangerous action," Deputy Ambassador Robert Wood told the UN Security Council.

Kim Jong Un celebrates test of ‘world’s most powerful missile’

Kim Jong Un is celebrating the latest test of what North Korea called the ‘world’s most powerful strategic weapon’. An intercontinental ballistic missile (ICBM), dubbed Hwasong-19, flew 622 milles at a peak altitude of 4,777 miles before landing in the sea of the Korean peninsula.

The dictator called the country’s longest ballistic missile test – with a flight time of 87 minutes – a clear success. He also called a warning to North Korea’s enemies, even if it was launched at such a sharp angle to limit political fallout from countries like Japan, South Korea and the USA, who condemned the test.

State news agency KCNA said: ‘The test-fire is an appropriate military action that fully meets the purpose of informing the rivals, who have intentionally escalated the regional situation and posed a threat to the security of our Republic recently, of our counteraction will.’

Shin Seung-ki, head of research on North Korea’s military at the state-run Korea Institute for Defense Analyses, said: ‘The intention may be to show that it will not bow to pressure, that it will respond to strength with strength, and also to seek some influence on the U.S. presidential election’

In the last half hour, the president of South Korea, Yoon Suk Yeol, has declared martial law.

In an unannounced late night television address he says the move is necessary to protect the country from North Korea's communist forces and to eliminate anti-state elements

South Korean President Yoon Suk-yeol has declared martial law in a televised address. This means that parliament and political parties will be sidelined and the media will be placed under the army's authority. Political rallies and demonstrations will also be banned, as will strikes and work stoppages. After Yoon gave his speech, the opposition called on people to come to parliament. A chaotic situation developed around the parliament building in Seoul. The parliament managed to pass a motion stipulating that martial law should be lifted. 190 of the 300 members were present.

Meanwhile, troops are trying to enter the building, apparently to get those present out. In doing so, they are stopped by parliamentarians and their assistants, who spray fire extinguishers empty on the soldiers. Parliament Speaker Woo Won Shik said that parliament will protect democracy and called on police and army to leave the parliament premises. Yoon alleged that the opposition, which has the majority in parliament, sympathises with arch-enemy North Korea. Moreover, the opposition would do anything to obstruct the government and flatten the country's administration. The speech, which was broadcast live late in the evening local time, had not been announced in advance.

According to Yoon, martial law is necessary to protect the constitution and to give short shrift to ‘pro-North Korean elements’. He feels he has no choice but to take what effectively amounts to a power grab by the incumbent head of state. ‘I institute martial law to protect the Free Republic of Korea from the threat of North Korean communist forces, to eliminate the vile pro-North Korean elements that threaten the freedom and happiness of our people and to protect the constitutional order,’ he said. According to him, the country is in danger of being ‘ruined’. Yoon asks the people to have faith in him and take ‘some inconveniences’ for granted. Ordinary citizens will notice as little as possible, he said in a statement declaring martial law. ‘Subversive forces’ can be arrested and detained without question. The document was signed by army commander-in-chief General Park An-su. The leader of Yoon's own conservative party, Han Dong-hoon, spoke of a ‘wrong decision’. He immediately rushed to the parliament building after Yoon's speech. Opposition leader Lee Jae-myung says declaring martial law is unconstitutional.

The Democratic Party recently called for the dismissal of three senior prosecutors in a motion and also rejected the government's budget plans. Lee was a candidate in the presidential election two years ago, but lost to Yoon then. Now he is actually ahead of Yoon in the polls. The president has also aroused opposition anger by blocking investigations into scandals involving his wife and some senior officials. South Korea has a history of dictatorial regimes, but since 1980 - when martial law was last declared - the country has been considered democratic and stable. https://nos.nl/artikel/2546913-machtsgreep-president-zuid-korea-parlement-buiten-werking-gesteld

The military is leaving the Parliament building after the vote to lift martial law passed. Under South Korean law, the Martial Law Act explicitly states that if the National Assembly demands an end to martial law, the president is obligated to revoke it "without delay." While the Assembly has voted to block Yoon Suk Yeol's declaration, the president has to formally still lift it.

A decade has happened this week, what will bring next week.

South Korean President Yoon Suk-yeol says he will lift the military state of emergency in the country. By law, the president had to comply. South Korean army troops had already left the parliament building, but the armed forces said they would maintain the state of emergency until Yoon lifted it.

I think there will be a very fierce backlash from society, including from people who voted for Yoon. That could be the end of his career and even his freedom. There are already clashes at parliament with protesters (Thousands of Koreans have gathered outside the parliament building in capital Seoul to protest against martial law.). If Yoon is deposed and there are new elections, I think progressive forces will win. That will also affect the tone against North Korea, which will then be more conciliatory.
