Default [help] AA Problem

I am building the Maya and thought it was almost ready until I discovered the AA guns don't work. There are 19 on the Maya. A01 and A02 are US the rest are Japanese 25mm (single,double,triple).

In the .dat file I have slot_A01 with cfg#A01 inside, same with A02 linked to obj turret in .sim file.
I have the AA crewmember slots showing.
I have the guns on deck.
When I hit "man the flak guns" they do.
When I hit 'battlestations' they man the flak guns.
When I hit the 'fire at will' it is spoken and in the message box.
I can man one gun and shoot but do not have a button for the second AA?????.

But when a plane goes over I DO NOT get the 'Aircraft Spotted' screen or any message or speech. and I made several pass right over the ship and shoot and drop bombs. And none of the flak guns even point at the plane.

Any ideas what I missed? I can't seem to find the mistake. And I don't know why I don't have the second button for two flak guns, so that may be part of the problem. Well, I don't know what I am doing is most of the problem.

Any help or ideas appreciated. I'll keep looking, I know I missed something.

edit: additional info. I do not have a conning tower, so it could be something that didn't get transferred to the sub.upc.
I DO have a watch crew WCS_01-05 if that makes a difference in not getting the 'aircraft spotted' message.
