Here's a wild idea:
Start the game, and while in main menu, Alt-Tab and change the process priority to Above Normal from inside Task Manager. Then go back to the game and see if there are any improvements. Did a quick test, the results are quite impressive.  PS: this thread should get the sticky mark.
