Note that all see traffic in TWoS/OH II is based on real historical data although it is not a "perfect" replica (that would be impossible and not very useful on game play level too). Agent reports received in your radio messages log are not reliable and not directly connected to SH world/campaign events, but they can give you at least an overview of what to expect in world seas at that particular war period.

I also get flickering ships. Typically you see this kind of behavior when there are two surfaces super-imposed on top of one another. At least this is the way it is in CAD software.
