I'm on Win 7 Professional 64bit.
I was part way through CW when I applied the OSI.exe priority fix. I progressed through Happy Times and am now in Mare Nostrum (~July.)

During the last campaign when the bug first appeared I had good results by loading my latest saved games twice (see explanation below) when I first started a gaming session to get around the bugged tonnage bar. Worked right through from Monsun Groupe to end of campaign (Final Years).

(More detailed explanation: At the start of each session I would load second to last save game, wait until it loaded fully, and then load the latest save which loaded much faster. I assume somewhere during the first load that data that was lost because of the entire game loading at the same time as the save, but as we see the OSI.exe probably didn't have time to be accessed = no tonnage bar.)
