Making it illegal makes things more dangerous for the men and women involved. Properly licensed and regulated is the way to do it in my opinion.
It's called the oldest profession for a reason. Making it illegal doesn't make it go away, only more dangerous. If we were legalising professions based on what you want your children doing I'd outlaw chugging.
