Look at SH Online it may have been announced in April this year but judging by the screenshots it was already substantially complete and has still not been released. Dan Dimitrescu lead developer of SHV indicated that planning for SHO was in fact started just after the SH5 release date way back in spring 2010.

Quite right, but what I'm saying is there's a big difference between what would be classified as pre-production work and full blown development.

Pre-production is normally carried out by a small team over an extended period, whereas full development has a far more condensed timeline with a much higher priority in terms of manpower and resources. This being the case, it's difficult to pinpoint the actual correlation between the two, except to say 'pre' is likely only a fraction in terms of the overall project.
