2nd Amendment to the US Constitution:

"A well regulated Militia being necessary to the security of a free state, the right of the people to keep and bear arms shall not be infringed".

"Well regulated" in the parlance of the time meant "competent in the use of" and "Militia" meant every adult citizen capable of bearing arms.
