I'm officially stumped!

I put my sh3.exe file that is patched with h.sie's V16B1 patch onto my laptop. Downloaded the add-on, un-zipped it, ran the patch file and same thing happened: the dos screen comes up and it says it is patching it, makes the back-up, but still no sh3.exe patched with the add-on.

Any ideas or am I missing something?
I'll re-read instructions. Maybe I'm having a mind fart-like that's never happened before

- and double check some stuff. It has got to be on my end since nobody has had this issue before.
