I agree to you. But Kiel already has some historical buildings as the Moltenauer memorial or the memorial at Laboe. also the Prinz Heinrich bridge is incorperated...
I think other harbours could need historical buildings.

Also.. all in all you´ve to realize that all buildings and units can only be placed as single additional unit in the game. Changes to the harbour buildings themselves are still not possible because of a missing importing tool. And also to mention...every additional 3d unit may slow down the game a bit.
