Default NYGM and the scoring of neutrals

Has anyone who is playing the NYGM Tonnage War Mod tried making the following changes to Basic.cfg?

FROM:

[RENOWN]
RenownReachGridObjCompleted=0 ;500
RenownPatrolGridObjCompleted=0 ;200
CompletedPatrol=0 ;100
NEUTRAL=-1
ALLIED=1
AXIS=-1 ;-10
WrongShipSunk=-10000
FirstRankRenown=100
SecondRankRenown=350
EndCampaign=0 ;-5000 - Not sure about this value


TO:

I'm thinking that this might prevent a loss in total tonnage when neutrals are sunk. So if you sink a neutral, you don't gain or lose anything.

I guess there's only one way to find out!
