What are the differences? Other than the Obs Scope having better up swing angles? Any advantages to using both at the same time?

German side, the observation scope has a bigger head than the attack one, to take more light; and can rotate up more, hence a better viewing.
The attack one has a smaller head to avoid detection. Observation scope is also shorter than attack one. Depending the sub type, usually the observation scope is in the command room while the attack one is in the conning tower.
