Default Iraqi Kurd wins Oregon lottery!

I don't understand how he could win the prize of $6.4 million dollars!?! I thought you had to live here to do that. But anyway, he convinced lottery officials not to show his name. He lives in Baghdad, and if all those forgiving people who live there who aren't Kurdish and found out he won,, his life and his families would be over quickly. He's taking the payments over 25 years, so after taxes he gets $158,000 a year.

Still even though he doesn't live here, he had to pay federal and state taxes!

When the first check arrives he's moving to Europe, Russia or the US.
And we cant hold that against him.

You do not even have to purchase a ticket to win you could be given one or find one and if it is winning you win. The only requirement is that you claim the prize and pay the required taxes.

If he just won several million dollars came to claim it and went back to Iraq this implies that he doesn't have a desire to live here. Think about it.

Actually, in some states, California being one of them, large jackpot claims are checked before being honored, if only to ensure the person making the claim is actually the person who bought the ticket. If you win the big jackpot, the source point of sale is contacted and surveillance footage from the time the ticket was purchased is checked to see if the person making the claim shows up on the video. This is done not only to protect against someone having stolen or found a ticket making an improper claim, but, also, to protect the State against having to become embroiled in legal difficulties if the claim is ever contested...

As far as the desire to live here, perhaps it should be taken into account moving to another country is never easy, particularly if one has a family; also there are legal requirements to be met to gain and establish legal residence, so, perhaps, once whoever this person is get his ducks in a row, they'll make a move...

Actually, the law only prohibits the transport of betting materials outside of the the US and restricts interstate transport of betting materials. If you go overseas and win a lottery there, you face no problems other than US tax implications. I once won a good-sized prize in a Central American lottery (by their monetary standards, good-sized, by ours nice but not great), but, since it happened about 50 years ago, any possible legal ramifications have probably gone the way of the statute of limitations. I have met a couple of other US people over the years who have won money in overseas lotteries, one who won a really sizable, in US dollars, prize and, other than that one person having to declare the winnings for tax purposes, there was no legal harm or foul...

What do you think he went through to get the money for a round trip flight from Iraq to the US and back again! I imagine the cost was pretty high just for him, let alone his whole family. He would have to go back and figure out where he could go with his whole family first, so not staying here doesn't come as a big surprise. Then getting out of Iraq without everyone finding out he has all that money would be a real trick too.
