Actually, in some states, California being one of them, large jackpot claims are checked before being honored, if only to ensure the person making the claim is actually the person who bought the ticket. If you win the big jackpot, the source point of sale is contacted and surveillance footage from the time the ticket was purchased is checked to see if the person making the claim shows up on the video. This is done not only to protect against someone having stolen or found a ticket making an improper claim, but, also, to protect the State against having to become embroiled in legal difficulties if the claim is ever contested...
As far as the desire to live here, perhaps it should be taken into account moving to another country is never easy, particularly if one has a family; also there are legal requirements to be met to gain and establish legal residence, so, perhaps, once whoever this person is get his ducks in a row, they'll make a move...
