how to repair the damage to 100%?what should i do?

That should be a wrench turning in the lower right corner of picture. Part is being repaired then. I click on the executive officer and click on the damage repair team or something like that, too. I will go to battle stations sometimes to speed up repair process. You can click on the chief engineer in the command room and if you have enough morale, the repair speed is increased.

What ever level of damage you sustain as long as you can make it back to your base and then 'end patrol' when you load the new Autosave Enter Base you will have 100% again.

Take the boat to dry dock...

You should check R.S.D. changelog/documentation probably...
