If you would like to edit Fleet Command
Well you will need the Fleet Command Database Editor 5.1.2, this program is available from Fleet Command Download Category.
 The editor will allow you to edit the Data Base files of the game, i.e. you can change the weapon loads of a warship/sub/aircraft, change the speed, change the damage valves, and a lot more.
