I noticed your running the game unpatched (V1.0). Try patching to 1.3 and see if that does anything. Other than that, I don't have a clue what's going on.

First, you need to get the 1.3 patch applied.
Then you can copy the sh4.exe and data\menu\menu_1024_768.ini from someone who is playing with an unmoded game.

It ran on my machine well before i did format on my system disk and installed XP (and SH4) again, after this at v.10 i did experienced same problem like shown this screenshot, after installing latest patches i got black screen instead menu and program didn't responded anymore. Latest directx and graphics drivers installed, memory tested and so on...I have no idea what to do! It worked well...

Use notepad and open the main.cfg file in MyDocuments\SH4\data\cfg and then change the [VIDEO] section with this:
[VIDEO] Resolution=1024,768,60,22 DynamicShadows=No FullScreen=No Synchronized=No ParticleDensity=100 TextureResolutionHigh=No Then start the game by double clicking the sh4.exe after browsing with Windows Explorer (i mean, don't use the shortcuts. maybe something happened to them).
