sorry my ENGLISH is poor

now i am playing GWX 1.3 + SH3 COMMANDER
MAY 1941
i want XXI as my U-boat
which base i should move to , and when the XXI will release ? Thanks

If I recall correctly, Bergen and late 1944.

There are ways to get a Type XXI earlier, but they are ahistorical.
