Convoy attack Tips

Question: If its not raining, but its windy as hell making the water as rough as sin,
how could u successfully attack a convoy under these conditions?

Would it be best to instead, maneuver into the convoy, and then just begin following it, hoping for a break in the weather?? hmmm, could make getting ahead of them difficult though.
