Basically any ship not running with lights on. It's still worth checking their nationality & status before sinking them though.

BDU is not always right.

Yes. Germany didn't officially go to war with the U.S. until Dec. 11, 1941 and this is the date in SH3 when you can begin attacking U.S. ships. But in real life, BdU cleared U-boats to start attacking U.S. ships a few weeks before then, when war with the U.S. looked inevitable. The Reuben James was sunk on Halloween in '41 for example.

If it is in a convoy, sink it! I sank a lone American pyro ship without lights in '39 and got renown for enemy vessel. Though hauling munitions is definetely contraband, I'm not so sure about oil.

Huh.
On a prior patrol I got a msg about a convoy and managed to track it down. What a score it was as no escorts!
Anyhow there was 3 American merchants in the group. Already low on steamers I used the remaining torps to sink a C2 & 2 tankers. I surfaced to try and slab another merchant or two with the deck gun. While this was like a fox in a hen house, the first ship the gun crew fires on was a US C2. I stopped this and corrected the action. But once the selected British flaged merchant went down the crew then starts firing on another US marked tanker! She started smoking but I prevented any neutrals from being sunk.
