I just figured out that we've been talking at cross-purposes. SH4 Maptools for SH3 has no effect on the tools at all. It just replaces the toolbar at the top of the screen with a clutter of tools at the corner of the map, so it looks like they are all lying there ready for use.

The version of the mod you pointed me to ("SH4 Maptools for SH3-Stock") it replaces Ruler, Marker, Protractor and Waypoint/Course tools. I used these replacements for my mod and it seems that people like the wooden grips a lot.
