OK this is not what I'm thinking about.

Have you installed mods via JSGME or are the mods in what I call 'dodgy' exe format
Any mod should not access any application files ??

It might just be the SH4 exe having access problems with the file
Do a quick file search for NTDLL.DLL - it should be in your Windows/system32 folder - XP system

For a developer, a mod is also a 'module', which is a 'library', which is a 'DLL'... So the message is not wrong or dodgy per se (though it might), just has to be read differently
