It is not all telephone. Looks like a conglomerate of DC power more than anything. DC power requires wires like this which is half the reason it is inferior for long hauls over AC. Tesla saved us all from having skylines like this.
-S PS. One of your clues is the standoffs - they are for high voltage, not 22 volt teli line.
