I know RB had put folders in folders for his mods.

You might have installed the wrong folder.

Or you didn't install the texture folder with the flags.

Really I don't know untell you tell me what you did to get flag issue.

Also note: Racerboys flag mod doesn't work with GWX 2.0 or 2.1 just stock SH3 and if my memory servers me right GWX 1.3 too.
