Default [REL] Kongo damage fix

This mod fixes the 3d damage that goes through the deck of the Kongo.

Heh...wow, nice find! I was using the Kongo extensively for target practice when I was testing the upcoming ROW PE Special Effects, and, for the life of me, I NEVER noticed that! Talk about seeing the tree and missing the forest!

Shoot a torpedo at the Kongo with 3D damage enabled, look at the parts that I circled (damage going through the decks), then enable the mod and it will be normal damage staying below the decks.
