Did you get a minus renown ?
If neutral you would have

Sometimes the final display is a little hard to read and what looks like neutral is in fact allied tonnage

It can also happen that if you dont open the message saying we are at war with Britain then the map icons dont turn red and stay green so technically from a game POV they are still neutral

I just dont know. I did get messages stating that England and france and poland were targets
