If you read the article its a bit of a mixed bag.

Cameras can be used only in areas where it is too “difficult or sensitive” for an attendant to operate such as a fast-flowing road or a busy junction, according to the new regulations.

In some ways its going to make thing easier for the motorist lesser offences will be charged at a lower rate.

Lesser offences, such as briefly overstaying a ticket, will incur a fine of £80 in London (£50 outside). More serious offences will incur a £120 fine (£80)

It's about time all murderers, paedos and rapists were issued with Mobility

Yes, thank you for the play on words. In the UK, to flog something also means to sell it as well as beat the living sh1t out of it! I don't know where the saying came from, but we are stuck with it for you to take the rise out of!
