I don't drive but this is going to upset the drivers here in the UK.

If you read the article its a bit of a mixed bag.

It's about time all murderers, paedos and rapists were issued with Mobility

Yes, thank you for the play on words:D. In the UK, to flog something also means to sell it as well as beat the living sh1t out of it! I don't know where the saying came from, but we are stuck with it for you to take the rise out of!
