Yes you can. The campaign files overwrite each other (if I remember correctly) so as long as you're in the Indian Ocean you can enable the relevant files to have targets in this area. If you leave the area you need to disable them to be able to see targets in the Atlantic. You can also enable the merged campaign that has all the files for all the areas and be over with. In either case make sure you enable/disable files while you're in Port and you have rollback SH3Cmdr

The whole/primary idea with the merged campaign file is that ALL theatres of operations have 'life' in them. Your only consideration should be whether your pc has the specs to run them all together.
Separate Black Sea etc were intended to take into consideration those with low end specs pc's

I personally enjoy the "European Umbrella of Death". It really adds a serious strategic element to the game where it almost turns into a chess match between you, your batteries, and the allied aircraft.

with a XXI is better travel at periscope depth using snorkel

Im in the med with a VIIC, but yeah thats my aim is to get to Penang and cruise in the IX boats.

Well I finnished my first patrol in the Indian ocean - 71,000 tons of sinkage! ran in to a second convoy with two modern tankers
Gotta say it would never have been possible with out the falkes, I murdered 4 destroyers in that patrol thanks to them - ahh the spoils of the late war.
