This was reworked in OLC GUI mod. The observation periscope is very (if not extremely) useful there.

Correct me if I'm wrong, but doesn't the obs periscope tilt at a higher angle than the attack scope? Which makes it useful for airplane spotting. (or bird watching )

That is correct. On the other hand the observation periscope leave a much more visible wake, that's why most people don't use it. Personally I use the observation periscope only late in the war 1944-45 with the attack one when I'm using the snorkel to be able to see planes and other targets.
