You can to try NSS_Gato_CT.dat file from my RnL_int_Periscopes_1.3.7z with NSS_Gato_CT.sim from 1.4 patch ...

Did anyone ever figure out what in the v1.4 patch version of the USS_Gato_CT DAT file caused the no dials problem?

Rather than using an old/modded version of the file as a work around, I would like to use the version supplied with the v1.4 patch. Maybe it can be edited to fix the offending bits.

The description "RnL_int_Periscopes_1.3" Does not show up in any of the download descriptions on the link above. Nor do any of the other file descriptions have the word "gato" in them on that filefront page.

When you get to Anvart's FileFront page you will see a black header bar with orange letters that says "File Directories". Below this, next to a small folder icon, click on "SH4ver14". The fix is currently the first file under the blue header bar with the words "Anvart's Files" and is called "DialsGatoCT_Fix_14.7z". Grab that and you should be good to go.
