I mean,there are certain situations in GWX when ship is actually recognized automatically,without the need to observe it's flag.

Also,when the weather is fine and allied ship is spotted,crew starts preparing your deck gun for engagement.You don't even see it's flag.And when neutral or friendly ship is close in the same situation - crew does not prepare the deck gun.

So,some indicators are there in any case.
Yes, and a **spoiler** dead giveaway is if you are surfaced and within visual range. No reaction from the ships is a fairly good indication that they are neutral. Evasive reaction means they're fair game.
