I would say that SH5 should port over the existing ship models, add new subs from different countries, and focus on the realism and gameplay aspects. It might even generate broader international appeal and sales that way.
If you think about it, SHIII and SHIV already model the entire world - and Dangerous Waters doesn't, at least not in one open environment.
