Sometimes I get the base that I'm supposed to go to and sometimes not. What I do is hit the nearest base and get lucky. If not, I refit and head to the next sinking ships along the way. Sooner or later SUBCOM either provides the new base or I just keep working my way to each.
This is how they came up with 'There is a sailor in every port and port in every sailor' :rotfl:
