80% complete? This game is not making the mid-march launch with 20% left to go. When they've been working on the game for nearly 2 years, 20% is going to take a while to finish.

No, sure they release to the press an old compilation of SH4 which they know that all is working well. Now I supouse they are testing the 100% game to fix minor problems (I hope) becasue as you said, 20% is too much.
