The files are also on Filefront where I got them from.Go to the SH3 mods forum to the NYGM thread and you should find some more links there.

... Well, I 'downloaded' a file called 'NYGM_Tonnage_War_v2.0.7z'.... I think !
It took a long. long time. Must have been everybody in the world on d/l. Ended at 27 kb/sec... But, I don't think the file is good; I can't virus scan it...

Anyway WAS IT THE CORRECT FILE, in the first place ??

Yes ,that is the correct file.
I assure you,it has no viruses ro spy/adware on it.
Here's what to do.If you don't have RAR ,download it at www.rarlabs.com .
Then,use it to extract the file you downloaded (I had the same speed when I got it ,but now I have a better connection and my dowloads go with a minimum of 100kb/s so no more waiting for GWX or NYGM2.2 to download MUHAHAA....ahem...ok let's move on) prefferably in the MODS folder ,created by the mod enabler .If you don't have it ,search for a link to it (search for mod enabler) or if you can't find it go to Jscone's site and you should see it there.
Then,just activate it like you do with other mods.If you don't know how to activate mods I could go in a bit more detail if you would like me to.
Also,there are some manuals in the "documentation" folder and some optional mods there too.
If you like NYGM(I know I do ) wait around for 2.2 which should be even cooler!
Also,download the periscope and visual fix from the NYGM thread in the mods section and install those the same way.

Sounds pretty complicated... since I have only just begun to play the game! I think I will settle for the Basic Game... and Grey Wolves, which I do have. If I get more involved, I will go through the steps with NYGM.

But I thank you for taking the time to explain it all to me...

Welcome to SHIII Goat! I'm a very new player too, just about a week, and I'm really enjoying Grey Wolves. It's still a good balance of game vs realism.

Hrm seems to be an influx of new players (shrug).

I can recommend the GW mod as well. NYGM is just a little too hard core for me

In my case, I was sort of worn out with Jane's F/A-18. A truly outstanding game. I found a copy of Jane's 688i in a yard-sale, for a buck. That led to Dagerous Waters. But I wasn't ready for another [pair of] 'Study' game/simulations. Then I found SH3... and it seems to be a very delicious blend of 'game' and 'detail'. Yeah... I'll be running it for some time. I shudder to think of the price of DW and the Big Manual, just laying there. Maybe some day. Falcon 4 never got far enough to justify it's cost either...

So... that you go, Steam-Wake...
