No, nothing works, I've reinstalled Windows, I've changed the location of the game, I've reinstalled the game and so on.

I will also add that when I've reinstalled the game and wanted to update to 1.4 version, when I double click to silent_hunter_4_1.4.exe nothing happens and when I try to open that file as an administrator I receive the same crappy message.

The only way the game currently works is via built in administrator account.
