Is this some kinda stock game bug?

I don't know about the fog, it is certainly modeled in my game (as I found out the hard way when I accidentally rammed a steamer at night).

As for radio messages, it's certainly not stock bug as those reports weren't in stock game, they were added by mods included in TWoS. Perhaps there was an error when setting date/time for these messages (though, war is chaos and theoretically it's possible for BdU to mistakenly assume a boat has been sunk only for it to report back some days later - after, say, repairing their malfunctioning radio).
