[REL] Clouds underwater no more

I think I finally found a fix for this long time bug in SH5. The solution is quite simple and so far it works as intended. You are welcome to try it. Report if any problems.

Installation:

Put the scene.dat from .rar in your SH5/data folder (backup your original file first).

VDR has already fixed bug in TWOS compilation, so you don't need this if you play with TWOS.
