I have found when going for tonnage records that tonnage triggers the SSBN mission prematurely, where the land war is not concluded...but all of a sudden I get the "peace talks" message, and then shortly after the SSBN hunt - even though I have barely completed any missions at all

Sounds like the common LA 1984 kill-all-in-sight scenario. I suppose you could technically skip most missions if you focused on destroying everything you came across, which is easy enough on a Los Angeles.

The fact victory at sea precipitates the war's end regardless of the land situation is normal. Especially now that the land war is perhaps too slow-paced.
