[REL] Improved Crew Voices

As a former Commander, I know directness and a sense of firmness is prevalent. In combat, a bit of emotion seems to creep in due to the tension, especially among the younger.

When first starting a mission, I would like to hear a confident voice say, "XO, I have the CON" with a reply of, "Captain has the CON".

Just a good step towards immersion.

On other thoughts, when going to flank speed, Scotty would say, "CAPn, I'm getting all she got!". (haha)
