Need help installing NYGM

This is really confusing.. trying to install the Steibler add on.. not sure if I should have the old add on already installed. I think I'm supposed to go into the old add on, get the patched exe file bring it to the new add on, patch it again..?

However, that old add on had many things like menu changes.
Should my MODs include both:
\Supplement to V16B1
AND
\Steibler4C_Addon_for_V16B1

?
Sorry for being dense, I'm just totally lost with all the readme files!
