Welcome to Subsim, Jake! We on the Fall of the Rising Sun Ultimate (FOTRSU) team have been wrestling with exactly that phenomenon for six months. At first we thought it was something in our mod. Then we found it in the stock game.

The good thing I can tell you is that the problem is somewhat rare. For some reason we don't fully understand, the game suddenly fills the water around you with over a hundred destroyers in a huge formation. The quantity of data your computer is handling is way more than the game ever anticipated and usually your game freezes or crashes to desktop. Visit the Fall of the Rising Sun Ultimate thread in the Mods forum and you can read all about it. It might happen because of a strange interaction between time compression rates and the game engine. Don't even think of increasing TC when you're around the swarm. Using the external camera on them is a sure game killer. Try submerging, turning tail and leaving the area. You might be stuck with quitting and restoring your last game save. Did I say save fairly often? They also seem to happen at specific locations at specific date ranges, especially the last half of 1944.
