I use RuB 1.45, and I get attacked all the time by aircraft even at 1024TC.
I don't think the issue with no aircraft spawning has been fully figured out. Maybe there is something that happens that shuts down all airbases from spawning correctly. I always use type VIIs. What type of boat were you using? What flotilla were you in? Any upgrades? What port were you sailing from?
