Question: How to acess the equpment availibility screen?

All of the charts that I've seen like that have been from mods. Are you sure it was there in game without mods?

Here's another thread on the same subject. Item 2 says to use the question mark at the equipment screen or to look in basic.cfg. http://www.subsim.com/radioroom/showthread.php?t=160268

I have been looking all over trying to locate that screen.
It was the ? icon on the equipment screen.
