No, possible values for internal cargo are: freight, ammunition, fuel. I just figure that ballast is also freight.
There's more types of external cargo for eye candy reasons, though only a few ships can even have it. Also, all ships that can have external cargo, always have external cargo. That being said, if you got that draft number from the recognition manual, be aware that not all of those numbers are correct.

I think it would be reasonable to assume that a ship would more often be loaded than not. Anyone with any logistical sense would be able to send something useful back after something useful arrived.
Is what happened to you the games way of simulating a breaching torpedo miss? |
