Normally I would guess it's the Merchant Fleet Mod, but you're running Windows 8. How much RAM do you have? If it's 4GB or more, have you applied the 4GB patch?
I also noticed you didn't list H.sie's v16b1, which includes said patch, only the supplement and Stiebler's add-on. Don't you need the base v16b1 for those two to work? Sorry I can't be of any more help.
