i was even thinking of a CNC machine to make circular disks like this.
The only way I have done it is "brute force." I used Excel to create a table translating linear distances to degrees. Then I used Adobe Illustrator to rotate a circle and make scale marks at the zero point. Finally, I converted the stroke graphics to pixels by loading into P'shop, and saved it as a Targa.

It's easier to build the image in AI than in P'shop, but it's still all hand work.

Illustrator will convert a rectangle into a circle. (It will even convert a line into a circle.) But the scale marks do not go along for the ride.
